A practice-oriented competency framework for a sustainable–digital transformation

The Digitainability Competency Framework 1.0, developed in the Urban Digitainability Lab at the TUM Think Tank, addresses the challenges of the sustainable–digital transformation in city administrations. It outlines five core competency areas and serves as a practice-oriented reference model for municipal staff, education providers, and strategic workforce planning in local government.

Competency areas of the model

  • Sustainability: Balance ecological, social, and economic dimensions.
  • Technology: Use digital solutions in line with sustainability goals.

  • Innovation: Identify challenges and develop new approaches.

  • Ecosystem: Build networks and create synergies.

  • Leadership: Shape change processes and convey a compelling vision.

Background and development

City administrations have the opportunity to actively shape the sustainable–digital transformation and ensure a livable, sustainable provision of essential public services. By purposefully building competencies, they can systematically link digitalization and sustainability and thus develop resilient, innovative solutions to urban challenges. The framework addresses this need and forms the basis for targeted competency development within the administration.

Next Steps

Based on the framework, the Urban Digitainability Lab at the TUM Think Tank is creating learning units for a professional development program for municipal employees. Insights gained from practice will feed into the further development of the model.
