Noha Lea Halim

Lab Member

Noha Lea Halim is a doctoral student and research assistant at the Professorship for Governance, Public Policy & Innovative Technologies at the TUM School of Governance since July 2022. Prior to that, she earned an M.A. in International Studies from Aarhus University/Denmark and a B.A. in European Studies (Major European Union Law) at the University of Amsterdam.

Noha Lea Halim previously worked in Public Policy, Law & Governmental Affairs Brussels and Switzerland. There she was able to gain experience in the area of platform regulation, competition law and end-to-end encryption. In addition, she has dealt with fundamental and human rights for many years and has researched and worked in this context, for example in the Amnesty International Student Group Amsterdam and the European Parliament.

Noha's research interests lie in the field of data governance and fundamental rights research in the field of artificial intelligence. At the Professorship, she is involved in research projects on AI Governance, Digital Self Determination, AI & Educational Technologies, the Metaverse and Data Fiduciaries. She teaches on topics of the platform regulation and interest representation in the European Union.

Insights on the EU AI Act

After an intense three-day negotiation marathon, negotiators from the Council presidency and the European Parliament have successfully reached a provisional agreement on the proposal concerning standardized regulations for artificial intelligence (AI), known as the Artificial Intelligence Act. The objective of the draft regulation is to guarantee the safety of AI systems introduced to the European market and employed within the EU, with a commitment to upholding fundamental rights and EU values. This groundbreaking proposal additionally seeks to foster increased investment and innovation in the field of AI within Europe.Following this provisional agreement, efforts will persist at a technical level in the upcoming weeks to conclude the specifics of the new regulation. Once this work is completed, the presidency will present the compromise text to the representatives of the member states for endorsement. The comprehensive text will require confirmation from both institutions and undergo legal-linguistic revision before formal adoption by the co-legislators.

Generative AI Taskforce Member launches internal AI chatbot

The Fraunhofer-Gesellschaft, in collaboration with Microsoft, is one of the first research organizations in Europe to launch an internal AI chatbot that works similarly to OpenAI’s ChatGPT. The FhGenie generative AI solution lets employees securely create, edit or modify texts on the basis of non-public data. The GDPR-compliant service was introduced for Fraunhofer employees in line with guidelines drawn up by the Chatbot taskforce at the Fraunhofer ICT Group, under the supervision of Ingo Weber, member of our Generative AI Taskforce at the TUM Think Tank.
