In recent weeks, our GDPR Reform Working Group has developed concrete proposals aimed at making data protection more effective while facilitating responsible data use for business and society.

We look forward to an open exchange with a broad expert audience from politics, regulatory authorities, business, civil society, and academia.

Webinar: Reform Building Blocks for Data Protection and Use

In four reform areas, we will discuss topics such as:

  • A risk-based approach
  • Rules for B2B data processing
  • Lists of obligations and prohibitions for data use
  • Solutions around consent and “Do Not Track” mechanisms

We look forward to your participation, your input, and a stimulating professional dialogue. Together, we aim to refine reform ideas that both strengthen data protection and enable data-driven innovation.

Who We Are & How We Work

The GDPR Reform Working Group, initiated by Kai Zenner, Max Schrems, Boris Paal, and Markus Siewert and hosted at the TUM Think Tank, brings together experts from academia, regulatory bodies, practice, and civil society. More information on members and affiliations can be found here. 

The working process runs from September to December 2025, combining digital meetings, asynchronous collaboration, and consultation formats with a broader circle of stakeholders.

The group’s final policy recommendations will be published in an impulse paper in December 2025 and presented at a closing event in Berlin.

Arbeitsgruppe DSGVO: Reformbausteine für Datenschutz und -nutzung

Der TUM Think Tank bringt eine hochrangig besetzte Arbeitsgruppe aus Aufsicht, Wissenschaft, Praxis und Zivilgesellschaft zur Weiterentwicklung der DSGVO an den Start. Ziel ist es, bis Dezember 2025 vier konkrete, rechtlich anschlussfähige Reformbausteine vorzulegen, die sowohl Datenschutz wirksamer machen als auch verantwortliche Datennutzung für Wirtschaft und Gesellschaft erleichtern.
