Integrating ideas,
upgrading systems.

About us

At the TUM Think Tank, we believe that technology must be built for and in the public interest, empowering democratic societies and institutions, advancing sustainability and equity, and fostering resilience in an interconnected world.

Who we are

The TUM Think Tank at the Munich School of Politics and Public Policy (HfP) is a university-based research to action platform that brings science, technology, and society into productive dialogue. Leveraging the technological and scientific advancements at the Technical University of Munich (TUM), it serves as a space for connection, learning, and experimentation where researchers, decision‑makers, civil‑society leaders, and businesses tackle some of today’s toughest challenges together.

Our guiding questions: Where can technologies be deployed to serve the public good? How can we ensure it is designed responsibly and democratically?

By amplifying innovative ideas and connecting diverse perspectives, we shape the future of technology and its role in society.

To update our social, political, and technological operating systems, we draw on the full spectrum of knowledge across Europe’s leading technical university. Our labs, projects, and fellowships explore the key challenges of digital transformation, with a focus on technological innovation, democratic governance, and social responsibility.

Integrating experienced practitioners into the work of the TUM Think Tank

Fellowship

The Content Moderation Lab explores how digital platforms regulate online speech—and how these choices influence user behavior, public attitudes, and democratic engagement.

Lab

Engaging today with the ethical, legal, societal and political implications of tomorrow’s quantum technologies.

Lab

The Urban Digitainability Lab is a transdisciplinary lab focused on empowering municipalities to drive the sustainable and digital transition.

Lab

Beyond traditional disciplinary boundaries, we seek fellows from diverse backgrounds who are dedicated to address societal challenges by developing approaches to advance the public good.

Fellowship

The Youth and Media Lab is an international hub for participatory research and policy innovation that empowers young people to co-create a safer, fairer, and more inclusive digital world.

Lab

The Civic Machines Lab explores the full lifecycle of artificial intelligence, from the semiconductors powering computation to the algorithms shaping human experience.
Situated within the TUM Think Tank, the lab views AI as a socio-technical system rather than a purely technical challenge.
By integrating perspectives from computer science, social sciences, and public policy, the Civic Machines Lab aims to shape technologies that are democratic, sustainable, and globally inclusive.

Lab

How we work

We connect people, ideas, and institutions across science, technology, and policy, ensuring that academic insight informs real-world action. Our labs and projects work with partners in government, industry, and civil society to pilot new approaches, build skills, mentor emerging talent, and keep evidence at the centre of public debate. Each project is another upgrade in a continuous pathway from knowledge to responsible impact.

What do you enjoy most about working at the TUM Think Tank?

There’s something incredibly rewarding about taking research beyond the page: co-creating ideas, testing them in real-world contexts, and contributing to innovation that centers public good. It’s a place where complexity is embraced, curiosity is fuel, and meaningful change feels within reach.

- Markus Siewert

Which societal challenge do you think technology could solve best?

For me, the real challenge isn’t just finding new problems to solve with tech, but also about ensuring we keep sight of what really matters along the way. Too often, progress is measured in terms of efficiency and competition, which can result in technologies that unintentionally drive isolation, polarisation, or environmental harm. That’s why I value that the TUM Think Tank prioritises ethical considerations, and brings together so many talented experts who are motivated to build a better future for everyone. Together, I hope we can encourage the development of tech which helps people to connect and build sustainable, fulfilling lives, without compromising our wellbeing, societies, or the natural world in the process.
