Connecting Europe’s quantum talent with responsible societal governance

Representing the Technical University of Munich within the European Quantum Academy, the Quantum Social Lab contributes its interdisciplinary expertise in policy, governance and the societal dimensions of quantum technologies.

What we do

The European Quantum Academy (EQA) is a landmark pan-European initiative designed to secure the continent’s future in the quantum era. By uniting 71 partners across six regional hubs, the Academy establishes a unified ecosystem for education and training, stretching from early school programs to doctoral research and lifelong professional development.

Its mission is to overcome regional fragmentation, provide universal access to high-tech experimental infrastructures, and ensure that Europe possesses a sustainable, diverse, and world-class quantum workforce.

The Quantum Social Lab plays a pivotal role in this ecosystem by serving as a vital link between quantum technology and societal governance. Our primary focus is on upskilling and reskilling policymakers, ensuring that decision-makers have the knowledge necessary to navigate the complex security, economic and ethical landscapes of quantum innovation.

In addition to this policy-focused work, the QSL contributes to the Academy’s strategic intelligence by monitoring the evolution of the quantum job market and mapping the educational landscape to identify critical gaps. We also support the Academy’s operational foundation through the development of a unified digital platform that facilitates mobility and knowledge sharing across Europe.

Ultimately, while the EQA builds technical talent, the Quantum Social Lab helps ensure that this talent is integrated into a responsible, socially innovative, and strategically governed European society.

How we do it

We combine policy engagement, strategic analysis, ecosystem monitoring and cross-European collaboration.

Through Policy Roundtables and the coordinated development of Governance Roadmaps, we translate developments in quantum technology into policy-relevant knowledge and help strengthen Europe’s regulatory preparedness.

Our job-market and educational mapping activities help identify emerging workforce requirements and critical training gaps. At the same time, our contribution to the EQA’s digital platform supports mobility, knowledge exchange and cooperation between institutions across Europe.

This work draws on the QSL’s interdisciplinary team and its ability to connect technical developments with questions of governance, responsibility and societal impact. We are also keen to contribute further wherever this expertise can strengthen the Academy’s work.
